It scares me he had no idea they were even there, and if that's the case who knows if anything is missing? Pence didn't know he had documents either but at least those were in sealed boxes sent to his residence by Aides.

Unfortunately, at the upper levels of our government nearly every piece of paper is 'classified' at some level or bears other protective markings. Even more unfortunately, at that level, nearly everyone has some magical high level clearance and everyone presumes that everyone else has the clearance to see and handle whatever is passing through their office.

One result is that no one pays any real attention to security markings on documents, instead people think in terms of whether or not any particular document is potentially embarrassing to them or their boss. THOSE documents get the highest level of security and attention, anything else is just routine minutiae to be filed or passed along.
