SSG (Join to see) And...this surprises who? It surprises those who think that they can continue to tax the working and give the money to those who choose to live off the efforts of the productive. The cycle begins with the best intentions and seems to always turn to the same end. The workers get tired of supporting the takers and leave. Then there is less money to give, but the takers still demand more. They demand free phones, they demand to be able to purchase luxuries with funds that should be for necessities. The cycle continues to deepen and it is UN-SUSTAINABLE! Any other country attempting this calls it what it really is, Socialism. It doesn't work. To quote the late, great Margaret Thatcher; "The problem with socialism, is that eventually you run out of other peoples money to spend".

Correlation/causation problem. For example, baby boomers are retiring and moving out of expensive states like Massachusetts and Calofornia to states with less expensive living costs, that's an alternate reason why the population is falling. Another measure to look at this question might be the poverty level in the different states. Most of the states with the highest poverty are not blue states.
