What vandalism? it looks like it's in the middle of being cleaned via sandblasting. It's very common.

However, on your most recent link, it even states, “Sandblasting on the other hand should never be used as a method of cleaning. The main point of sandblasting is to remove unwanted material to produce a new prep surface”.
Gordon’s headstone is not what a stone being cleaned/prepped for new surface looks like. Additionally, while it superficially appears to resemble the image from your original link, the stone in that link is actually black. It has a white rubber stencil layer covering it. The sand blasting over the stenciled letters is how the letters are engraved into the stone. It’s not being cleaned at all. It’s being engraved.
See link below. When the engraving is finished, you’ll notice the rubber stencil layer peeled away.
They really don’t look similar at all.
