New rules for gold crows

1. It seems that Vice Adm. Bob Burke, the Navy’s top personnel officer has a perspective that surviving in the service for 12 years is sufficient for awarding the Gold Stripes.
2. Court martial would eliminate those who commit serious offenses. However lesser infractions that a Court Martial deems the offender should not be separated from the service to indicates that anybody who survives that process and elects to stay in and meets other requirements should not be additionally stigmatized.
Therefore I have no significant issue with this decision.

"On June 1, wearing gold rating insignia on your dress uniforms will no longer signify a dozen consecutive years of good conduct — or at least not getting caught.
That’s because the Navy has authorized the wearing of gold rating crows and service stripes for any sailor with more than 12 years of cumulative service.
Currently, sailors with up to a dozen years in uniform wear red rank insignia. But once a sailor passes the 12-year mark and also has three consecutive good conduct awards, he or she rates distinctive gold crows and service stripes.
Under the current system, a sailor who slips up and gets punished at captain’s mast or court-martial proceedings would see the counter start over. If he or she leaves the service for more than 90 days? Start over.
All of that changed on March 25 when Vice Adm. Bob Burke, the Navy’s top personnel officer, signed Naval Administrative Message 075/19.
“The requirement for enlisted Sailors to obtain 12 years of service along with continuous good conduct and minimum performance evaluation to qualify for wear of gold rating badges and service stripes is rescinded,” Burke wrote in the directive."

Minimal impact.

Must have 12 total years of Naval service (USMC time counts), which was inline with the old standard (now cumulative vice consecutive). Must have 3 consecutive Good Conduct Periods (9 years without NJP).

The only people this will reasonably affect are those with broken time or former service in another branch. The Good Conduct requirement is really an Entry Level issue. If you are getting NJPd after being in 3 years, chances are you aren't going to make it to 12 in the first place. If you got NJPd within the first 3 years, under the old system, it would simply push your gold stripes out to 13,14,15 year mark.

But when it really boils down to it, is it essential to advertise that leadership personnel (career level) had disciplinary action when they were young and inexperienced? Especially when the assumption and demand is that they had none?
