That's a really big whoops on the part of the Navy. Utterly avoidable had someone done their freakin' job...correctly.

I understand the problem. But these sailors are not at fault.
Under no circumstances should they be charged interest. Really DoD?
Recoupment should come from their retirement check and be capped at $100/month or 5%, whichever is greater. If it takes DoD 4 years to recover money from THEIR ERROR, so be it.
