This became a big issue under Chief Bratton. He initiated a program called CompStat to track crime rates. Then he would have meetings with Division Capt’s and Lt’s and eviscurate them in front of everyone if crime went up in their Division. They would have to account for every single crime. It created an environment where cheating was the best alternative.
