He also views the 1947 legislation as the gold standard. We seemed to survive as a nation from 1789 (when the Constitution became the law of the land) until 1947, almost 160 years without the 1947 law. And we have even skirted the law once since it was passed (for General Marshall) and guess what? The Republic still survives. He is wrong but entitled to his own very selective opinion.
