I say repeal all of it.
From there, simply require all medical facilities in the country to have transparent pricing on everything they offer. And no more tiered pricing, with one price for private insurance and another price for Medicare and another price for cash -- make it be the same price all around. Allow insurance companies to offer health insurance the same way they offer car insurance. They will tailor an insurance package for you, and you can buy as little or as much as you want.
