The US has and will rely on the military for assistance. One AAR comment for Hurricane Katrina is the request for military support was nebulous. It was not specific. Now through Army North, the military is more proactive to support the needs of disaster planning and relief. Its where the rubber meets the road and is a 3 star billet that is supported by the DOD.
