Traffic fines are set amount defined by the state code.. A cursory search indicates that Google and chat got has no knowledge of any jurisdiction setting the fine for speeding offense to a million dollars per law... Not to mention the constitution forbids excessive fines.

I see the mistake in the article, but in 1974 Fayetteville NC, if you were speeding 15mph over the speed limit, you would be taken in, to face the magistrate to be fined, or have some time in jail.
Your car got impounded, and you would have to pay that too.
