The only way someone has to reapply for a clearance after military service is if they have a break of more than 24 months of federal service. That applies to everyone who has federal service.
So if someone retires or ETSes and they get a job that requires a clearance, they still have it.
Just because someone has a clearance doesn't mean they have a need to know. Also just because someone had a clearance, doesn't mean they get to talk about every classified thing they were part of unless the other party is cleared onto it.
You do realize that not just generals retire or ETS with a clearance right? By that logic, every single person who is in a 35 series MOS shouldn't be able to do that type of work when they get out or keep their clearance. Or anyone who had a Secret shouldn't get to keep it.
So if someone retires or ETSes and they get a job that requires a clearance, they still have it.
