this is not good... but in some markets the Civilian stores are just as good and just as cheap...

Usually I only go to the Commissary if I'm getting enough items to make the trip worthwhile as its a 40 minute drive to the closest one at Hanscom AFB, MA. If I'm only getting a few items I'm not going that far plus time restraints 80 minutes for the round trip. Also the hours on a regular Super market off base are longer, open earlier and close latter than the commissary and its 5 to 10 minutes drive depending on which one I go to. It tends to be a trip I have to plan instead of just going to the store.
It also seems that with the major cuts in Military manpower (and don't get Me going on that subject) there are less uniformed members available to even use the Commissary.

Tbh, I personally will spend my last dollar at walmart before the commissary

That is sad news SFC Joe S. Davis Jr., MSM, DSL.
Hopefully the commissary system will do better in the next administration especially after sequestration ends. I expect to resume shopping there soon once my first Army retired paycheck comes in.

When I travel to Kingsville I make it a practice to drop by. Fuel up. Make a run thru the exchange and commissary.

When Wal Mart can beat commisary prices folks will go there. They began with a monopoly when there was nowhere else to go, but with the internet these days incentives need to be huge like low price guarantees and drop shipping.

Last time I was at a commissary the pricing and product quality seemed comparable to the Walmart Super Center 15 minutes down the road. While the commissary had the tax free advantage, Walmart had far more convenient hours, and a wider selection of product. The commissary system is failing because they have not provided a sufficiently competitive quality, price, or service.
