It is not surprising that the misguided Central Intelligence Agency (CIA) submitted a memo that effectively challenged the “domino theory” backbone of the Johnson administration policies based on the expectation that "Southeast Asia necessarily fall if Laos and South Vietnam came under North Vietnamese control." SP5 Mark Kuzinski
Those CIA fools most likely survived their failed prediction when Laos and Cambodia fell to Communists roughly a decade later as North Vietnam was killing as many South Vietnamese as possible.
Wonks in the CIA and elsewhere rarely suffer the consequences of their foolish action in this life.
