It appears vig Army wants to micromanage everything. Let leaders lead. Do not rely on others or teams to run units.

I thought that was why the army had the chain of command.

If they follow through with this as a "check on unit systems and attitudes" rather than a "who shot John" drill, it might wind up being a useful tool for unit leaders.
