Perhaps when it comes to interstate commerce, but I think this is definitely state level business for most businesses and schools.

It’s called leadership, taking the risk of taking an action that could end his Presidency. As he stated, with input from the Governors. That being said, I do not believe he has the Constitutional authority to mandate this on a national basis.
