MANILA, Monday, Sept. 16— The Philippine Senate voted today to reject a new treaty for the Subic Bay Naval Station and to end an American military presence in the country that has lasted nearly a century. But President Corazon C. Aquino effectively extended the American lease by calling for a national referendum on the base's future.

ASG has been a Kidnap For Ransom group for years. Right now some of their leadership is grappling with if they should fly the black flag or not. Most of those guys are gangbangers who use that radical Islam shit for recruiting purposes. Some of their TTPs fall in line with radical Islamic terrorists but most of the time they do that stuff for extortion, intimidation or to garner attention from external financiers.

To answer at least part of your question factually though I will tell you that VEOs in the region have been funded and solicited by ISIS and other terrorist organizations in the Middle East.

Abu Sayyaf has killed hostages before and has long made being in certain parts of the Philippines really dangerous. If I had to guess, they went with "Time to remind people to take us seriously" rather than "Yay for the Caliphate!"
