ASG has been a Kidnap For Ransom group for years. Right now some of their leadership is grappling with if they should fly the black flag or not. Abu Sayyaf has killed hostages before and has long made being in certain parts of the Philippines really dangerous. If I had to guess, they went with "Time to remind people to take us seriously" rather than "Yay for the Caliphate!"
