Even as more analysis is gathered into recognizing what motivates these individuals, I fail to understand what motivates them to physically do what they do.

I'm glad the shooter was stopped before an event. But how?
Let me explain. If I write a 'murderous manifesto' and publish it, buy weapons and ammunition, but then do nothing else how have I committed any crime(s)? These are all covered under the Constitution and the Bill of Rights under the First and Second Amendment.
My actions only become a crime once I have acted as outlined in my manifesto.
Do I bear monitoring? Sure. Do I get arrested for writing something offensive? Not in my book. Do I get arrested by buying weapons and ammunition? Again, no.

As much as I hate the idea of a "Red Flag" Law. If congress wants to write some "Red Flag" laws, I'd think a Psychological Intervention for cases like that would be a place to start.
