There are many high risk activities that ROTC has that, I think the USGOV should accept some responsibility for. You don't have to be under contract in ROTC to go to things like USAFA freefall and gliders. If there is an accident at one of these, I think they should get the same coverage. I would agree with you if it were like a routine event and someone dies of natural causes, like say a cadet has a heart attack at a routine PT session at the campus. That one you could argue the cadet had an unknown condition which may have happened during normal physical exertion outside the ROTC environment.

Lt Col (Join to see) tbe activities you mentioned tbey are under contract. Those are usuallybetween junior and senior years.

Lt Col Scott Shuttleworth - Not when I was in it, we had several non contract GMC's going to freefall and glider. Back then they were using it as a recruitment/retention tool. Not sure how it may be done now since things change in 20 years. The only one I recall where you had to be in the contract POC core, ie AS300/400, was a select few went to Army Airborne School and you had to be on contract to go do Operation Air Force where cadets went to an operational base to shadow various AFSC's and cadets got O-rides in whatever aircraft might at the base.

Lt Col (Join to see) thing about freedall.and other ops control tours thise are only after you are on contract where you are an E4 in the reserves and they cannout you in orders for official travel and duty...anyone not on contract cant legally go donthise things if I am not mostaken but the again I went through with Fred Flintstone...lol
