The Federal law says that only citizens can vote, The bill of rights identifies who is a citizen. Anything else is against the Law. There are no nuances in interpretation.

Illegal aliens are being registered to vote. Some local elections allow illegal aliens to vote in local elections. This is sure to bleed ver into federal elections.
