That is exactly the problem. There SHOULD BE a departure from the norm when you are talking about someone guarded by other government agents. I don't care if it is a former President, a current Presidential candidate, a county sherriff or anything in between. If you are sending government agents to (potentially) confront government agents, SOMEONE needs to step back and evaluate what the protocol should be. And "no departure from the norm" should ALMOST NEVER be the answer.
