Just like many other things, Beef for instance. I read 85% of our Beef comes from other countries but IF there is value added her in the US it can be sold as US Beef. So when a whole carcass comes in and is butchered here or even when cuts come in and fat or bone trimmed that is considered value added and can be sold as US Beef. Actually that goes for all foods I believe.

I would like the FDA to change that and only allow a statement like "Foreign Meat (or Produce), US Value added," so consumers know there food is coming from.

Yes, and that also explains why so many foreign investors have bought up small American farms. Crops may be raised here but every bit of profit goes offshore.

Not exactly true. We import almost or slightly more beef than we export, more than half of that beef come from Canada and Mexico via NAFTA. I would suspect that is because we have so many processing facilities and export ports here than Mexico and Canada.
