Assuming that the structural requirements of the previous SCIF are still in place, re-certificarion of a limited use SCIF *would* be cost effective for both Trump AND the government.
Additionally, as it would be a limited use SCIF, it can have a temporary certification which is able to be pulled on a moment's notice for either violations of agreed uses (i.e. materials not pertaining to this trial) or for lack of need (i.e. trial is over).
It has been a long time since I was in the SCIF certification game, but from what I recall there is no reason this CAN'T be done very inexpensively (again, assuming no structural changes). Despite that, in most cases, I would still argue against. BUT...
Considering the cost savings to both Trump AND the government, there is no reason this SHOULDN'T be done.
Aside from "orange man bad," of course, which should never be the reason for a decision, regardless of personal feelings about him.
