To be very blunt, the city and state were unwilling to seriously pursue charges against the officers who lied on the warrant application because lying on warrant applications is common practice across law enforcement - not just in Louisville or Kentucky, but nationwide - the fact that warrant applications routinely include unverified "facts" was even part of the expert testimony used to keep them from facing state charges.
