Typical of many current newspaper stories where reporters have to cram a report into so many column lines due to newspaper shrinkage. You have a 1/8 page story followed by two pages of advertising. Guess it's what they have to do to stay alive but it does not give the reader a true picture. Anyway, hard to tell from this whether it was an individual "bad apple", generally bad policing, or a justifiable reaction.
