It has always been interesting to me that we know who many of these folks are, but they are just out of our reach. The Russians aren't working directly for the government but are protected by a new cold war-like relationship between the US and Russia and the Chinese are members of the PLA. As long as they don't travel out of their home countries, they are safe.
Also, most of what they do is enabled by Americans being cheap and lazy in securing their systems. Anytime I see a detailed write-up of how an attack was carried out, it's always full of laughably poor security practices akin to leaving your home's front door open and hanging a neon "rob me" sign above it. The majority of folks just don't get it.
