We don't have to guess what the Democrats would have done had Trump done an eviction moratorium via executive order. He did and they didn't do anything.

Not quite true. Trump placed the order with qualifications. Money was made available to help renters and land lords. Biden extended the eviction moratorium until July 31. The extension went to the Supreme Court. The Supreme Court didn’t strike the moratorium on evictions down because it was set to expire. The Supreme Court Leaves The CDC's Moratorium On Evictions In Place
By a 5-4 vote, the court left in place the nationwide moratorium on evictions put in place by the Centers for Disease Control and Prevention. The moratorium is set to expire on July 31.

LTC David Brown - The base idea that somehow a POTUS unilaterally doing a moratorium on evictions would elicit an impeachment by Democrats is clearly false. The existence or lack there of funds allocated would seem to be a bit of a stretch to say, yup this is what they will impeach for, I stand by my observation.
