Some oil is owned by First Nations( Canadian Indians).
We have Indians that are for oil and gas and anti oil and gas. Many reservations make oil revenues on pipelines across their territory. Many Indians are employed in the oil sands area in all steps of production.
Canadian oil companies also spent over a billion dollars in carbon capture and pumping it back into the ground.
Electric cars do not go as far in a country that is below freezing 6 months out of the year. Electric cars in this climate have to use electricity to keep the batteries warm when traveling. This affects the useful range of the electric car.
Not everyone has a heated garage nor can they afford an electric car.
Even with the environmental zealotry, the oil sands is still sent by rail car or buy pipeline to the consumers in other countries no matter what is done in the USA to stop it.
Washington State prefers to buy oil from Vladivostok, Russia instead of buying it from the Canadians 500 miles away. This has been going on for years. They claim that the oil is dirty but then they dirty up the atmosphere shipping the oil 4000 miles east to Tacoma.
