Under Modi, India has developed a greater acceptance for the U.S. moving away from Russia, which helped India develop its forces to counter Chinese and Pakistani aggression along the LoC and the LAC (two imaginary lines that the British Raj invented to delineate national boundaries and which lines China and Pakistan want to change to suit their palates). Modi leans west and so, Russia has embraces Pakistan now. So, it is not surprising that the U.S. has taken action without its partner's consent against an ; a partner in the QUAD. The U.S. was indeed making a statement to China that international waters and maritime communication lines don't belong to China, even in the SCS.

Don't understand why the Navy would do this? Goes against established procedures. Perhaps it was to show China that we would go where we want, when we want, and how we want. Otherwise no clue.
