I agree, totally. Getting a "star" however, has long involved political considerations, unfortunately. RE: "Further politicization of appointments could lead to a Pentagon that games appointments in the fourth year of an administration or selects separate slates of general officers according to the anticipated preferences of the winning candidate."
We can only trust that those put into any command as a "Flag Officer" are truly qualified regardless of political maneuvering.
I know two Colonels who turned down promotions because of the politics.
