SSG Robert Webster the problems imho are a) the who has screwed up most of the directives and recommendations since the onset so their definitions of many things at this point should be taken with a bag of salt. B) splitting hairs with semantics is dumb for public health people. They are literally the mouth piece for disease protection and their words sadly are held on to a lot more than your avg community doc. Hence although I Understand the subtle difference I’m not sure I’d make a point of distinction about it.

COVID numbers are improving because no more family gatherings. They are down from January, sure. But still radically higher than early December/Late November before the Holiday spike.
Calling the current numbers anything other than "still radically high" is a clear case of spin. Biden is in office, the mask messaging is working! No... just the holiday spike is subsiding. When you no longer have large family gatherings, the spread slows. It has NOTHING to do with anything other than that.
