The Government, whether it be local, State, or Federal, has the authority to regulate the public space. This includes all forms of transportation used by the public. If enforcing CDC guidelines in an effort to keep Americans healthy is too much for you, then I strongly suggest you stay away from public forms of transportation until this blows over.

And the award for the single most overlooked, ignored, and abused part of the Constitution goes to.....
The 10th Amendment:
The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

Where is the federal government given this authority? What article/section or Amendment grants the federal government the authority to regulate clothing, institute restrictions on movement (or gathering), or enforce non-legislative guidance (i.e. Congress hasn't actually passed a law requiring masks, at least as far as I know)?

These powers are reserved to the States respectively, or to the people.
