It is legal to build both guns and suppressors, but not to sell or ship them.

You cant have the intent to sell or ship them. You can sell them privately if someone gave you an offer, but you cannot manufacture with the intent to sell .

While this story is about arrest over illegal firearms manufacture and sale, it also reminds me of how gun and alcohol regulations are related. Although people can brew beer or ferment wine at home, commercial sale or liquor distillation requires licensing. It is one thing to own or build a gun, but selling and shipping across state lines requires compliance with federal regulation
