I think what happened is that control measures in the Wuhan level four virology lab was not level four. Then a virus they were studying gets out, and the default is to impose secrecy. Once the secret is out, they try disinformation and a charm offensive. Meanwhile, they buy up all the PPE and ventilators that they can lay hands on with dire consequences for everyone else.

I don't think this was malicious, I think it was face-saving - which makes a lot of sense logically and culturally.

So let's look forward a bit. I think the thing to do once this is under control is to seriously consider withdrawing all US corporate manufacturing capacity from China and back to the United States, or at least to partner nations that we can count on. No amount of damages paid will make up for this, so that is likely a fruitless pursuit. Financial consequences are difficult to enforce unless you detangle our need for China to finance our national debt. That means getting our fiscal house in order, and an end to devastating ideas like the Green New Deal once and for all.
America is the most innovative country in the word. Let's unleash that spirit.
