Didn't we go through all this conversion to non national warfare back in the 1990's after the Soviet Union fell? The big push in the Army to go to Light Units that were easy to deploy but not designed to take on a modern Army. I believe the term was Conflict Short of War, which encompassed everything from Peacekeeping to anti guerrilla warfare in support of a national government.
Of course, since then we have fought two conventional Combined Arms Wars in the Middle East since then.
