Most likely Russia and Turkey are the prime nation in isolating and destroying the capabilities of ISIL in Idlib.

For the first time since Moscow intervened in the Syrian war, Russian special forces are guarding the Highway 5 link between Aleppo and Damascus which Syrian government forces wrested from jihadist rebels last week. They Russian troops were posted as a deterrent after Turkey threatened a major offensive against the Syrian army if it did not withdraw from areas captured in the northwestern province of Idlib. This week Presidents Vladimir Putin and Recep Erdogan are due to meet for a last effort to resolve their conflict over Idlib, Syria’s last rebel stronghold.
