There are definitely give an takes. Shouting fire in a crowded theater may be a first amendment right, but there has to be consequences for actions that harm other people. The government is regulating drones to limit usage in areas where commercial aircraft fly, requiring licensing to fly in some areas. Using tech to be a peeping tom is still a violation of the law. The laws just need to be enforced.

"Why does the government allow citizens to purchase [X] knowing that they can [do something illegal with it]?"
You can really expand that argument for anything. It isn't illegal to buy hammers, but it is illegal to beat someone to death with it, so should hammers be regulated? Of course not.

I do think the government has the responsibility to safeguard our public transportation systems. So, they must limit drones around airports. Simple common sense.
We must bring our archaic laws into the 21st century.
