Unfortunately for Napolitano his legal musings are missing core facts. There are 4 facts that have not changed. Congressman Jordan has repeated this since the impeachment sham in the house.

1. President Trump and President Zelensky both say there was no pressure.
So the person that supposedly was pressured and had a QPQ levied on him believed no such thing had occurred.
2. The transcript shows no conditionality
There were no conditions discussed for Zelensky to follow or else.
3. Ukraine didn’t know aid was held back at time of the call
The president (any president) can hold back aid and they do all of the time. Zelesnky was new and supposedly a reformer in one of the most corrupt countries in the region. Trump wanted to ensure he was the real deal, a reformer.
4. Ukraine never took any of the actions they were supposedly being pressured to take.
The aid was released, no investigations took place to get it and no other actions were required of Ukraine to receive the aid. It was released before it was legally required and there was no "gap" in the lethal aid they were receiving from the Trump administration. The lethal aid The Obama administration would not give Ukraine even though they asked for it repeatedly.
