I may be an old-school hard-ass, but the Army either needs to change their grooming-standards or quit issuing these waivers, because, as an NCO, he WILL find himself in a position where he has to say "Do as I say, not as I do", and that is NOT a good position to be in. If he won't follow the rules he has to enforce, he needs to either rethink his service or his religion.

He IS following the rules. The waiver process is outlined in the initial chapters of the regulation. Anyone can apply. If anything, he's demonstrated that he knows far more about the process than the average NCO.
