I may be wrong, but there is a good chance when the Japanese hit Pearl Harbor the doctrine of using aircraft carriers was still being conceptualized.

Actually, the British were the first to field combat carrier actions and as they were training the Japanese, the Japanese were privvy to all of their failures and successes. The British went through great pains to make sure that the Japanese got their intel. So the Japanese were given the data from the Taranto raid against the Italian fleet and based on the success of 18 bi-plane(!) torpedo planes, the Japanese made plans to further integrate carrier ops into their fleet planning.
