Today in American military History -- 1941
The Japanese First Air Fleet arrives at 31 N, 158 W toward nightfall, c. 550 miles north of Pearl Harbor.
That same day, Admiral H Kimmel, commanding the Pacific Fleet says, "No young man, I don't think they'd be such damned fools," when a journalist asks if the Japanese might initiate war.
He was removed from command after the December 1941 attack and reduced from four-star to the two-star rank of rear admiral.

I may be wrong, but there is a good chance when the Japanese hit Pearl Harbor the doctrine of using aircraft carriers was still being conceptualized.

Actually, the British were the first to field combat carrier actions and as they were training the Japanese, the Japanese were privvy to all of their failures and successes. The British went through great pains to make sure that the Japanese got their intel. So the Japanese were given the data from the Taranto raid against the Italian fleet and based on the success of 18 bi-plane(!) torpedo planes, the Japanese made plans to further integrate carrier ops into their fleet planning.
