This has nothing to do with impeachment...because he's not going to be. This is about damaging the President's credibility with the "fence sitters" and moderates within his base, sending a message to Congressional Republicans that they cannot remain "neutral" (sounds like many are ready anyhow), and raising the hopes of the Democrat base so that when he's re-elected, they'll go raving mad. I would bet a considerable amount of money (if I had a considerable amount of money) that Mrs. Clinton truly thinks the DNC will pull her out of mothballs for round three pretty soon... the "amature hour" having run its course.

I am not sure they want to bring this to a vote, it seems to be more of a political stunt and the longer they can drag it out and control the flow of information the closer the election they can drag it to.
