There is nothing bizarre about the statement.
For those with any knowledge of the old Atomic Energy Commission (AEC). Nuclear propulsion systems (i.e., nuclear rockets) have been around since the 1950s. At one point, nuclear rockets were the favored propulsion system for the newly emerging space exploration program (even predating NASA), and were even being considered for powering our SAC bomber fleets. Imagine bombers that don't need aerial refueling, and which could loiter (like submarines) for weeks on end in strategic orbit around your enemy.
One AEC designed system, intended for space exploration, would use successive, scaled, directionally shaped, nuclear explosions to propel a rocket into space and on deep space exploration missions.
And for those who still need convincing, I would suggest you research the NASA Cassini mission, and look into what is powering the spacecraft. Here's a hint. Its nuclear.
