Part of the problem is that people don't want to get involved. I remember as a child there was a very mentally ill boy that lived a block away from us in Peshtigo Wisconsin. His mother would go door to door every time he was arrested for something asking people to sign a petition to get him out of the Nut house. They did that 3 times until he killed somebody. His name is Terry Donovan. If you're from Peshtigo Wisconsin you know how sick he was and all the terrible things he did leading up to the murder. Yet his mom went around and got stupid well meaning people to sign his petition. All it would have took would have been a few people that knew how sick he really was to stand up but they didn't and someone died for that.
