Interesting. This seems to follow what I knew of in the TNARNG in the 1990's as the "STAP" program. Basically, Select, Train, Assign, Promote. Each SM was given a "scoring" on the master list according to education, awards, time in grade, time in service, NCOER's, test scores (APFT) Ect, and when an opening/slot was available, the top number SM was contacted for Training, then Assignment and finally Promotion. The only drawback was that the MOS qualified MTOE/Slot could be a different location resulting in a lengthy travel period for the SM for Drills. Given that the TNARNG units were all across the State, you could be looking at an assignment as much as 7 plus hours drive away from home to fill a slot and be promoted, away from your hometown Unit but in your MOS. Of course you could also decline, at which point the next higher point SM was selected and so forth. It was an attempt to even out the opportunities for SM's who desired promotion/growth, plan better for future needs and reduce the "good old boy" network that had prevailed prior to implementation. Certainly not a perfect solution, but a levelling of the field for those who desired to succeed and worked to achieve the same. Muddle along and remain where and what you were, or work/train/achieve and be willing to accept some movement from your comfort zone. Especially useful for the Senior "Top 3" enlisted ranks where MTOE slots were limited.
