LTC (Join to see) - in today's world, I would not be surprised if it was either China or Russia, both have a lot to gain. The old saying, "follow the money" would take stock in this allegation!!! Being Russia has a lot of history in Cuba, the "knee-jerk" reaction would be Russia. That being said, Russia and China have been "breaking bread" together in recent years ....

PO1 William "Chip" Nagel - Chip, off the cuff, I do not think Cuba would want to endanger their import/export businesses at this crucial time; it would be easier to let another party do it so they would not have to take the blame. Do you concur?

PO2 Robert M. no, since I wanted to get PO1 William "Chip" Nagel opinion on this bizarre case. He has situational awareness of our enemies since the Cold War so I was using his educated guess. Being an intelligence or counterintelligence field makes you have some spidey sense and I wanted to hear what he has to say. Hurting diplomats does it make sense unless you're hurting them because they are NATO allies who spy on Cuba just like Cuba spies on them. I hope we don't have Cubans that are War College as exchange officers. I bet you they may have done some of that during President Obama's thawing of relations with Cuba. It was so one-sided because we didn't get anything out of it at all except maybe the ability of some Americans to go to Cuba instead of Puerto Rico. Cuba still meddled in Central America and I bet you they are trying to thin nail to support Venezuela's Maduro regime along with probably some Russians.
