Have watched a couple documentaries on AHC that say just that. Japan just needed to modify torpedoes for shallower water.

That's why we have to be ready to go to war with Iran. We're cutting off Iran's lifeblood by the oil embargo and I know they're not going to give in to the nuclear deal rewrite. Japan knew that the oil embargo imposed by President Roosevelt meant that there oil days were numbered unless they seized the British oil fields in Brunei. To do that, they had to take out the American Fleet and capture Hong Kong and Singapore since England was tied up fighting for its life after the fall of France.
