Thank you for sharing my friend COL Charles Williams and letting us know that your employer has insurance on you. Yes, as typical the Federal government speaks with forked tongue.
If you work after retiring from Army and are insured it becomes more complicated than if you had no insurance at which time you would be fined for having no health insurance :-)
Joseph Heller, the author of Catch 22 would see the black humor in this situation.

In June 2013 I had insurance through my employer and the Affordable Care Act was going to be implemented on July 1, 2013. I was terminated on June 30, 2013 after over 20 years of employment as a research fellow and then a senior consultant to the Federal Government.
Thankfully the VA picked up my medical coverage and my wife was picked up in October 2016 when I finally retired from the Army.

With medicare, I am fortunate to have "TRICARE-for-life", access to the VA health system, and have the availability of the USPS (civil service -OPM) system. Subject to the "whims" of Congress and governmental administrations of course...... So far no complaints (knock on wood :) ......

I have the same issue. Paid for it, didn't use it and then when I needed it the hurdles are absurd
