Thanks for the nice share- this is a good thing in my opinion. Refugees returning to their homes! The thing that COIN doesn't really take into account- is the Tribal cultures of Pakistan & Afghanistan (or even other regions in Asia) when trying to create a Strategic or Operational Plan.

IOT come to a resolution of this conflict- there must be a tribal solution that their people can live with & implement on their own. Not a top-down, one size fits all edict from a Capitol city hundreds or thousands of miles away!
