I love Chesty as much as any former Marine. But I would have to ask the question, what for? The MoH is not supposed to be a career-achievement medal. If I had been around in 1942, I would have been outraged when GEN MacArthur got one just because the President thought it would be good for morale of the then-defeated Army in the Pacific. The only circumstance I could see this being justifiable is if they went back and took a hard look at all of the Navy Crosses he was awarded (I think it was four or five) and see if any of those actions might have risen to the level of an MoH.

When there is not a single individual who can be called out for the group effort of a unit, the military tradition is to award the honor to the commanding officer. That commanding officer bears the responsibility to carry forth the honor that was earned by the men under his command. This is separate from the concept of a unit award.

Not as a blanket award for actions he performed and was already awarded for. What single event of his demonstrated "conspicuous gallantry and intrepidity at the risk of life above and beyond the call of duty" ? Once we decide that single award narrative, then his award may be upgraded. Imho.
