I'm not sold. While the DoD has some rather antiquated systems, many of the alphabet agencies used to have the added security of not being connected to the internet. I don't care how secure a system is, if it is connected to the internet there are literally hundreds of millions of people who will try to crack it. It only takes one to succeed. Take a look at the OPM hacks, the last one in 2015 by the Chinese.
I know guys who have multi-core server racks sitting in their basements. With 20+ cores you can have quite a few instances of VM running for testing purposes if you have also ramped up the RAM. With the right cooling systems in place every 2-bit "hacker" can have a server farm running in their basement. Having a Cray isn't necessary or that cost effective for workload anymore. With the price of solid state storage coming down, and better cooling systems... You get the point.
Some things, by necessity, will have to be internet connected. Top Secret data sitting in a contractor's database should not be connected in any way, shape or form. Civilian DoD personnel's data should not be connected. How many times has the Pentagon been hacked?
