CW5 Jack Cardwell Convoluted laws are the best laws. That way people don't realize they have broken them until they are in jail... said every tyrannical government in history.

It does sound like some deregulation. My only concern is why? Why do we have such laws on the books? When has a gunsmith grabbed a gun and killed people with it? What is the point of the legislation? IMHO, it is another law that might, maybe, could, stop something that might, maybe could happen in the future. We have enough laws. I bet there is not one Government entity can recite all of the laws on the books!
